Genocyber is the combination of two tortured people's souls.  Genocyber is a horrific blend of psychic and cybernetic power.  Genocyber can level an entire city with barely an effort.  Genocyber is a perfect war machine.  Genocyber... is one of the strangest, grossest, hardest-to-understand anime series I've ever seen, and that's saying somthing!
I can't even clearly tell you what this anime is about.  I found its plot hard to follow and got distracted by shiny objects in my living room.  All I can clearly tell you is that this is probably the most violent and gory anime I've ever seen.  If you like watching people's guts get torn out, then this is the anime for you!  The rest of you all will probably be extremely disgusted.  I wasn't surprised though considering Genocyber is directed by Koichi Ohata, the same guy behind the equally baffling and violent M.D. Geist.  I would definitely say that if you like one, you'll like the other.  They are both basically violence and gore (for the sake of violence and gore) set in a post-apocalyptic nightmare world.  Without saying more, you will definitely see a lot of similarities between the two. Anyway, the bottom line is that this is one anime that I cannot recommend very highly except to a horror lover.  Yet, despite that, there are still two reasons why I would watch it again: the artwork and character design.

"All I can clearly tell you is that this is probably the most violent and gory anime I've ever seen."

I really like the way Genocyber looks.  There is, believe it or not, a lot of artistry here.  Unfortunately, the over-the-top violence will keep it from getting the recognition it deserves.  Still, real hardcore anime fans should rent this series just for its looks...as long as you aren't easily grossed out.
